Try changing the selected recording and playback devices in Audacity - If I select "ALSA: pulse" then I get the 0.6 second recording problem, but it works fine with (hw: 0,0)

Firstly, you will probably find that Audacity 1.3.7 works better on Vista than the old 1.2.6 version. The usual problem with selecting the required recording source when using Vista lies in the Windows Control Panel.
