"Nero Vision" (Part of Nero http://www.nero.com/eng/nero9-applicati ... luded.html ) has a feature for automatic chapter marking. It is rather slow in detecting the scenes, and a bit hit and miss.

There is a plug-in called "Turntable Warping" available here: http://audacityteam.org/download/nyquistplugins
I'm not sure if it works with Audacity 1.2, but it's fine with Audacity 1.3

Upgrading to Audacity 1.3.7 will help with a lot of issues on Vista.
When you Export, export the wav file to your "My Documents" or "My Music" locations.

My Documents = C:UsersusernameDocuments
My Music = C:UsersusernameMusic

There are bugs in Audacity 1.3, but I don't think this is one of them. The current beta version is 1.3.7 and this is the version that you should use.
