The usual cause of that is that Audacity is in "Pause" mode rather than "Stopped". Many of the menus are unavailable while recording or playback is paused.

I am getting a signal into Audacity but it's garbled and the timing isn't right. it sounds bad. You are likely to still have some residual garlic in your potatoes due to the MP3 compression damaging the audio. If you use WAV format, the removal could be near perfect.

The microphone cable doesn't match on both ends, does it? It's probably female XLR3 on one end (three holes inside) and Something Else on the other. It is not generally recommended to do "other work" on the computer while using resource intensive software such as Audacity, but if you are confident that your hardware can cope, why not work on a different desktop to the one that Audacity is running on?
