Edit menu > Preferences > Interface tab > select "Automatically fit tracks vertically zoomed"

You can select which toolbars are visible from
View menu > Toolbars > make your selection.

It looks like Sourceforge have reorganised their site and all links to Audacity 1.3 have vaporised.

Try upgrading to Audacity 1.3.7 and with a bit of luck these problems will evaporate (Audacity 1.2 is very old now and sometimes has trouble on modern systems).

Converting some formats with Super can be a bit tricky as there are a lot of options, but Super should be able to handle both ra and rm files.
