Use Audacity 1.3 and in the "Analyze" menu is a tool called "Silence Finder" which will insert labels when the audio drops below the threshold that you set.
Re: LAME file
The exe file is a self extracting archive. Double click on it to run it and it will create a directory in your Program Files folder called "Lame for Audacity" and place the contents (Lame encoder) inside.

Plugging in a pair of headphones will usually mute the internal speaker. In most cases you don't even need the headphones, you just need the mini-jack plug.
