The easiest way is probably with "Add/Remove". I'm not sure where that is on Hardy, but in Jaunty it is at the bottom of the "Applications" menu.

Does your audio device have ASIO drivers? ASIO is no use for Audacity (unless you build Audacity from the source code), but ASIO should mean that you can get going with any of the other apps that I suggested. (Audacity is a slave to the drivers on your machine, and if the drivers don't want to play,...

How are you trying to install it? From a deb file?

Audacity 1.3 may help (worth trying). Some multi-channel devices only work in Audacity with 1, 2 or ALL channels set to record (which often means a lot of blanc tracks to delete.
