I'm running Audacity on a Windows XP machine that has very little space left on the drive. I don't know if this could be a factor or not. Yes that can certainly be a problem. Have you recorded anything else onto the H2 yet? If not - don't. My guess is that you have not got Audacity set to make copies of imported audio files, so it is expecting to find the data in the original location (drive F - which I assume was your H2). Don't export as MP3, export in WAV format. MP3 is a "lossy" compression format which lowers the sound quality. Check in the SoundBlaster mixer that your recording source is set to "Line in" (assuming that you are recording through the Line-in input) and not set for "What U H...

Try this plug-in (see attachment).
Download the zip file and extract into your Audacity plug-ins folder.
When you restart Audacity it will be listed in the Effects menu.
If you are using a version of Audacity with "Effects Categories" enabled, it will appear in the Mixer effects section.
