Audacity doesn't support all VST plug-ins. As of Audacity 1.3.8 that's no longer the case. There is now some support for VSTs in the Windows (don't know about Mac) version of Audacity. There are two was to adjust - up and down. If you can't adjust something up, you will get the same effect by adjusting everything else down.

Where is the project .AUP file?
Where is the project data folder?
Can you open the file by double clicking on the .aup file?

Audacity 1.3.8 has only just come out, so we are just starting to find out if there are any issues with it. I've not got time to look just now, but there are some other posts about ffmpeg that have been posted in the last couple of days that may be worth looking at.

Audacity 1.3.8 has some kind of VST support built in - I don't know much about this (I'm on Linux and VST is not relevant to me) but I saw something on http://n2.nabble.com/audacity-devel-f238278.html that may be relevant.
