Audacity 1.2 is pretty old now and often does not run well on Vista.

When you install Sonar, I think it also installs some VST plug-ins and I suspect that this is what is causing the problem. Have a look and see if you can find any recently installed VSTs and remove them and see if that helps.

Where are you expecting to hear the sound from? The mixer or your sound card?
What do you have set as the playback device in "Edit > Preferences > Audio I/O"?

How much actual disk space do you have on your C: drive?
Have you defragmented the drive lately? If not, do that when you have time (overnight is a good idea for large drives if they have a lot of fragmentation) then try again.

I've just tried it in Audacity 1.3.8 and it will change the tempo of all selected tracks correctly.
