All current development is on Audacity 1.3 Development on Audacity 1.2 ended some years ago. There is a guide to developing on Windows here: http://wiki.audacityteam.org/index.php?title=Developing_On_Windows I think the developers have recently switched from MSVC++ Express 2005 to Visual Studio 2008...

For best quality, you would use 32 bit and this would allow you to edit, process and manipulate your recording 'till the cows come home (as my Grandmother used to say) with virtually no loss in fidelity.
In most other cases you are likely to find that 16 bit is perfectly adequate.

It has an automatic defrag running in fact. I've uninstalled all the visible VST plugins and the problem persists, how would I find any others? Can you do a system restore? The 1.3.7 version runs fine on my PC. That's one of the things that makes me think it may be to do with VSTs. Audacity 1.3.8 includes some support for VSTs with the VST G...

You had a version older than 1.2? Wow, that's old. We are generally advising people to get the 1.3 version.
The problem is probably that you do not have the correct device set for either Record or Playback in "Edit > Preferences > Audio I/O"
