For whatever it's worth, I get the same runtime error with winXP x64. Version 1.3.7 works fine. There is one more possibility. An old staging trick is to put the microphone upside down so the capsule is only a half-inch or so from the floor. That will dramatically reduce one source of echo (the floor) and double the loudness of the signal. I don't think that is likely to be a suitable solutio...

It's even easier than that - Just set the "Project Rate" (lower left corner of the main Audacity window) to whatever you want your Exported audio file be, and then Export.

The cassette tape will be lower quality sound than the original (due to the limitations of cassette recording), but other than that there is no reason why you cannot record a cassette tape with Audacity and edit it.

The time shift tool will only work when you are in "Stop" mode.
In Audacity 1.3.x you can use Ctrl+M to place a marker while the audio is playing. Beats are usually visible as peaks in the waveform display.
