Have you tried Audacity 1.3.8 on Windows 7 ?
The old 1.2 version will soon be replaced by Audacity 2.0

Audacity has not yet been tested much on Windows 7. Does Windows 7 support VBR encoding with Lame? Is it a problem with Audacity, Lame or Windows 7 ? If your sound card supports hardware playthrough you can avoid the problem by switching off "software playthrough" in Preferences (it is off by default).
Some audio devices do not support hardware playthrough, in which case the delay is unavoidable.

While were at it, how about a multi-band parametric EQ? -- Bill I think this is available as a Nyquist plug-in. Unfortunately Nyquist effects do not have "Preview" available, but you can always apply to a short section and use Ctrl+Z to undo. Found this Ladspa plug-in, but not tried it ye...

In Audacity 1.3.8 and later, Record the stereo track, then press "Stop" to end the recording. Click on the track name and a drop down menu will appear. Click on "Split Stereo to Mon" Delete the bad track to leave the good mono track. Export the remaining track in whatever format ...
