Use "Save Compressed Copy of Project" if you want an Audacity Project with the audio tracks in Ogg format, and use "Export" if you want a single Ogg file.

If you start with a mono file in Audacity then the exported MP3 will be a lot smaller than a stereo MP3. The file size can be reduced by setting the "bit rate" to a lower number (though the quality will get worse). Look in the "Options" in the Export dialogue screen to try differ...

Another story as well, I ripped audio of a live performance off a YouTube video using Audacity, and the file ended up bring 33.4MB!
