If the Quality Preferences are set to 32-bit float and you import a 16-bit or 24-bit PCM file then Audacity will convert it internally to 32-bit float, do all it's processing at 32-bit float, then convert to 16-bit PCM on Export. This sounds like a sound card setting. I'm guessing that your computer has an "on-board" sound card and there is a hidden setting in the sound card control panel that is adjusting the recording volume according to the input level. This is sometimes called "Automatic Gain Control"...

Use Audacity 1.3.9
Go to Audacity Preferences (Edit Menu) and on the "Tracks" tab set the "Solo" button to "Simple". You will then be able to solo a track with one click.

I suspect it is something that your sound card is doing. Can you play very short audio clips in other media players?

No. Audacity can only record from one device at a time. If you need more than one microphone you will need to use a mixer, then record from the mixer.

16 bit will provide enough dynamic range for just about any audio recording (if you have your amp turned up loud enough to hear the the bottom few bits, then the top few bits will rattle your windows and set off car alarms in the street), but that is assuming that everything else is perfect.
