I suspect that it IS recording, but just very quietly.
What happens if you apply the Amplify effect?
1) select the track by double clicking on it
2) click on "Amplify" from the Effects menu
3) Click OK (with the default settings).

Transport > Sound Activation Level
Adjust the level high enough (low number) so that the background sound does not trigger recording when you press the record button, but not so high as to prevent recording VOX.

That's strange noise - not one that I recognise - but as Koz said earlier, it's a performer (it's as much a part of the recording as the voice). I very much doubt that you will be able to make an appreciable reduction in the noise without seriously affecting the voice.

I've not tried this yet (I'm on Linux and don't use VSTs on this) but I would assume that it means that VSTs display a graphic interface without the need for installing the VST bridge plug-in.
