In the release for 3.8, it mentions that Nyquist was updated to better use memory. In some ways, yes this is true. I've done a couple of tests with this. Applying a notch filter to a 1 hour stereo track. My computer has 3GB of RAM. Track > Stereo To Mono Edit > Duplicate Track Tools (on the left) > Make Stereo Track. Before you do anything else, If your project has been saved at any point, make a copy of the whole of the project data folder. I'm confused. There isn't an "Export to MP3" button in Audacity 1.3.x

Exactly which version of Audacity do you have?
Please try to be as accurate and detailed as possible in your description of the problem and describe it step by step. Too much information is better than too little.
