Yes it's quite easy to do in Nyquist, but yes there are practical problems. Sound cards are (not surprisingly) designed to work in the audio frequency range (20Hz to 20kHz) so you are unlikely to be able to get anything out at 38kHz with any sound card. Near the bottom of the screen there is a tick box next to the words "Snap To". Clear the tick from that box.

Try a test recording in a new project. Can you record at all?
