Try the "Playback Control" and see if it has a "Recording Input" slider on the right hand side.

No, they don't work exactly as you describe, but they use some similar principles. You may see what I mean when you've gone through their documentation and used them, or you may totally disagree with me that there's any similarity, but they are the closest that I've come across. I think that some effects are automatically disabled if they are known to be incompatible with Audacity.

Some versions of Audacity will not accept a comma (,) as a decimal separator. Use a full stop (.) or use whole numbers.
I think this issue is fixed in the latest code, though I'm aware that it exists in some very recent versions.

Without that information I can only suggest that you look in the Windows Control Panel in the Audio Devices section and see if you can enable a Stereo Mix option.

A quick Google shows quite a lot of problems with the Hardy build, but I've not seen this exact problem. It may however be worth trying Audacity 1.3.5 which is available as a Hardy backport; http://packages.ubuntu.com/hardy-backports/audacity
