Open Audacity
Tracks > Add New > Stereo Track
Generate > Noise... > White / 0.8 amplitude / 1 second
Now use the vocoder with the default settings:

It depends what you mean by "distortion" - slowing it down is a kind of distortion (distortion = a change in the waveform).

At the present time, all the developers efforts are going into bug fixing, and there have been quite a few bug fixes done.
