Name and artist tags are supported for FLAC in Audacity 1.3.10 (probably in 1.3.9 also, but I've not tested)

The plug-ins are available through Synaptic (swh-plugins) and Ubuntu users may already have them installed if they use other software that supports LADSPA plug-ins. If they were included in Audacity then you could end up with duplicates.

Audacity does not do real time processing. You probably need a VST host application such as Cubase, Sonar or Reaper.

Audacity is not the right program for this. Audacity is a graphical editor and has very little command line support. It may be worth looking at SOX http://sox.sourceforge.net/
