It could just be that you're overloading the input.
Could you record a couple of seconds, export it as a WAV file and upload it somewhere, then post a link so that we can examine it.

That's because in Audacity 1.2 you could only have one audio clip per track. Audacity 1.3 supports multiple clips in the same track, so when you want to move one with the Time Shift tool, Audacity needs to know which clip you want to move. If you are both using Audacity, you could use FLAC format for exchanging files. Flac files are bigger than MP3s but are about half the size of WAV files. Another alternative is to use OGG files.
