"Convert/Save" from the Media menu, then follow the instructions. VLC is probably the least good of the three programs for bulk processing, but it should be able to do it. Just try it out on a couple of small files first before you start loading dozens in at a time. Foobar2000 is an excell...

No, the BPM is an integer value (whole numbers). One way round it would be to make one bar at 146 bmp and a second bar at 147 bpm, then use "Repeat" (about half way down the effects menu) to make the number of bars that you need. This will probably be close enough as there will be no beat ...
