Why do you want to use OSS? It's pretty well obsolete (unless you mean OSS4, in which case you need to remove or blacklist ALSA)

I want to edit an MP3 file. When I go to import it, Audacity tells me it can't do it, and to try importing the raw data. When I do that, it only plays static, and I can't tell where I want to edit. I have a noise floor recorded during the breathing (about -70db) but then the pickup of the next speaking sound SOMETIMES gets missed for a few milliseconds.
