I'm on Ubuntu 9.04 with ALSA, PulseAudio and Jack installed. With Audacity 1.3.9 and 1.3.10 (cvs) I can get Audacity to work with Jack, but only if I follow a rather convoluted path. I presume that you are trying to record sounds that are playing on your computer (such as sounds playing in your web browser). I've no idea about Windows 7, but on Vista the Audacity 1.3.x version cooperates with the OS much better than 1.2
