I'm on Ubuntu 9.04 with ALSA, PulseAudio and Jack installed. With Audacity 1.3.9 and 1.3.10 (cvs) I can get Audacity to work with Jack, but only if I follow a rather convoluted path. I presume that you are trying to record sounds that are playing on your computer (such as sounds playing in your web browser). Control panel > Sound > Recording > Right click on white part of window and click "show disabled devices".

I've no idea about Windows 7, but on Vista the Audacity 1.3.x version cooperates with the OS much better than 1.2
Vista did not exist when the 1.2 version was written.
