Exported files always use the project sample rate irrespective of the sample rate(s) used in tracks.

Try exporting with a file name that only contains the following characters:
a-z A-Z 0-1 underscore hyphen space

do not use:
. ( ) / or other special characters.

There are ways to "rip" audio from DVDs (although some DVDs have strong copy protection that stops you from doing this). See the doom9 forum for more information about this. To record a DVD you need to use the same method as for recording any other sounds that are playing on your computer....

A lot of the problems to date with Windows 7 is with the sound card drivers. You have probably got a better chance of success using the latest 1.3 beta version than with Audacity 1.2, but you still need to check that you have the latest available drivers for your sound card.
