To Export as RAW, select "Other uncompressed file types" in the Export dialogue, then click on the Options button.

In Audacity 1.3.x
Edit menu > Preferences > Keyboard tab
Select "Command" and scroll down to the bottom of the list.
Set keyboard shortcuts for the last 2 options. (note that a lot of keys are already defined so you may need to redefine other keys.)

Do you NEED to stay with the WAV format? You can achieve better quality and smaller file size by using OGG or MP3. A simple way to halve the file size is to convert stereo tracks to mono. I don't thing that 1.2 has the low-pass filters, and 1.3 has a much better graphic equaliser.
There's also loads of other enhancements to enjoy in 1.3, and it's probably more stable now than the old "stable" 1.2.6 version.
