Unfortunately, yes, otherwise I would have switched to mp3. I'd be interested to know why you need to stick with WAV format for low quality files. After various experiments it would seem it just miscalculates the output size incorrectly, sometimes adding 20-30 seconds of blank audio on to the file....

Check that your Flash plug-in is up to date. It may also be worth updating Audacity - the current version is 1.3.9.
