There's a free program for Windows called SUPER (by erightsoft) which can convert WMA files into WAV files. Audacity can use WAV files.

Yes the developers are aware of the issue.
Audacity can record in 24 bit, it's just that on Windows, the data will be 16 bit padded to 24 bit. As far as I know this issue does not affect Linux or modern Mac computers.

You can use the volume sliders on the tracks - but note when you Export an audio file from Audacity it will use the levels that are set by these sliders.
