Does the normalize feature fix this? No. Normalize is an amplification effect. It amplifies the sound so that the loudest peak comes to the level that you set (default in Audacity 1.3.x is 0dB) what can I do to fix the up and down pitch changes of the audio? The problem is that the Vocoder is attempting to process sounds in the 20Hz to 20kHz range, but sample rates below 44100 do not go as high as 20kHz because the highest audio frequency possible is a little under ha...

Small changes in pitch tend to suffer less than large changes. Sometimes it is practical to use a bit of "change pitch" and a bit of "change speed". (the Change Speed effect changes both the pitch and the tempo, but the sound quality is not compromised).

It sounds like there may be some issue with the file. It's not a problem related to ffmpeg as Audacity has support for Ogg files built in (it does not need ffmpeg for Ogg files).
If you can install "mediainfo" it can give you a comprehensive analysis of the file format.
