The actual recording quality is almost entirely down to the hardware you are using, and of course the condition of the records. The noise reduction in Audacity is not the best in the world - For Linux there is Gnome Wave Cleaner which is really good, waxcylinder regularly recommends another program ...

Audacity cannot import files if they have DRM protection (anti-copy), but it should be able to import WMA files that are not copy protected (with ffmpeg installed).
Re: Manual
Currently you will just print a page at a time from your web browser. There may be a pdf version at some time in the future (I think there was one before the manual was thoroughly updated and revised), but the full manual is very big so you are probably better to just print those pages that you need...

It may help to make a persuasive argument for upgrading if you let your IT department know that Audacity 1.3.10 can be run without "installing" it.

You may not be aware, but each time an audio file is encoded to MP3 format there is a loss in sound quality. This loss in quality is cumulative and cannot be repaired.
