Recompressing MP3s is not such a great idea as there is always a further loss in sound quality. It is much better if you can work from the original uncompressed audio (WAV file or Audacity Project). It reduces the "dynamic range" of music.
Depending on how you use it, it may make the music sound a bit punchier, or less punchy. The main thing that it does is allow you to amplify the sound more without distortion. Play with it and see what effects you can get.

Find the folder C:Program FilesAudacity 1.3 Beta (Unicode)help and delete it (the "help" folder). Then install Audacity 1.3.10 again.
The developers are aware of this issue (I reported it this morning).

That's a stereo file all right, and sure enough, it does not work in Audacity 1.2.6.

Upgrade to Audacity 1.3.10 and it works (Audacity 1.2.6 is very old and soon to be retired).

It sounds like for some reason your computer is not recording the audio fast enough. You may need to tell Audacity what audio device you want it to use.
What version of Audacity are you using? (Help menu > About Audacity)
