For a free CD burner for Windows I would recommend CDBurnerXP http://cdburnerxp.se/
I've used it on many Windows computers and it's great. It is full featured, supports audio CD, data CD, DVD's, TAO and much more, while still being simple to use.

I think Windows Sound Recorder records at a maximum of 44100Hz 16bit. Audacity has a higher quality default setting of 44100/32.
Try going to "Edit menu > Preferences > Quality" and setting the default setting to 44100 Hz / 16 bit.
