Just to say, I've tested on a Guest account on XP and no problem.

In that case it would appear to be your sound card.
Have you checked if there updated drivers available? Surprising as it might sound, we have had DC offset issues reported here that have been fixed by updating the drivers.

This has come up before, but quite a while ago. If I remember correctly it's a Windows update that triggers the issue (I wish they would say "Windows has a problem and needs to close Audacity" - that would be more accurate). Assuming it is the same problem, you are not going to be able to ...

I did check for updates via device manager and it says my sound drivers are up to date. Does the DC bias always occur? (the fault could be in the audio that you are downloading).
