The tracks should be big enough by default to show the pan and volume sliders.
My guess is that you have set the option "Automatically fit tracks vertically zoomed" in Preferences (Edit menu > Preferences > Tracks)

The problem is that ASIO is not supported in Audacity. Unless you can either use Windows drivers (WDM, MME, Direct Sound), or build Audacity from the source code and compile in ASIO support, then it will not work properly. Direct Sound is supported in recent versions of Audacity 1.3 but not in 1.2.x

I noticed this a while back but I can only get it to happen through extreme clicking - my suspicion was that rapid play/stop/play/stop/... was messing up Audacity's connection to PulseAudio. I've not had the problem with "normal" use.
