You're using a usb audio converter by JBsystems (to record vinyl to usb)?
Go into the Windows Control Panel and configure the sound system to play through your sound card rather than the USB.

Audacity must be in "Stop" mode (not play, record or pause) to be able to use most of the tools and effects.
If you have further questions, please post in the section of the forum relating to your operating system and Audacity version.

Other than checking that the main volume control in Audacity (on the Mixer Toolbar) is turned up I'm not sure what to suggest, You could try switching from OSS to ALSA (ALSA should have better performance than OSS).

There's a lot of stuff that you can do in Audacity, but you were probably right in the first place about it not really being the program that you need. There's a program called Mixxx http://www.mixxx.org/ that may be more the sort of thing.

Go into "Edit menu > Preferences > Audio I/O" and make sure that "Software Playthrough" is not selected.

What kind of noise? Like a loud squeal? If it is, then you are getting feedback - make sure that the microphone input and output of your sound card are muted.

Make sure that you have plugged into a "Line Input" on the back of your computer and not a "Mic Input". Microphone inputs (Mic) are about 1000x too sensitive for a cassette player output (they are also only mono and have a 5v voltage on one of the contacts which will not be good ...

Amplifying it causes distortion. I mean the "Amplify effect" in Audacity (Effects menu > Audacity). With the default settings it should always produce the maximum volume (0 dB) without distortion. For compatibility with TVs and MP3 players it is usually best for the final "mix" ...
