Cut the section out of the audio track with "Split Delete" (Alt + Ctrl + K) this will delete the selection, but nothing will move. Now move the cursor to the end of the selection and select from there to the end of the project (Shift + End). Make sure that the label track is also selected ...

The main sound quality loss is if you convert it to MP3.

A couple of things to note:
1) For this to work, the label track must not be at the top.
2) Audacity 1.3 can open projects created by Audacity 1.2, but a project that has been saved from 1.3 cannot be opened in 1.2

There was a problem a while ago with decimal separators (dots or commas) which affected European installations. Try installing Audacity 1.3.11 which is available here: http://wiki.audacityteam.org/index.php? ... tly_Builds

If you use Ctrl+A to select all, then change the speed or tempo, the labels should move with the audio. I've just tested this on Audacity 1.3.11 and it's working here.
