You can't do it with the Time Shift Tool because that requires mouse interaction. What you need to do instead is to make a Macro that will select the audio that you want to move, Cut or Split Cut, select where you want to move it to, then paste.

Do you have a folder called "2019_11_04_08_42_37456545465_data"? If so, where is it on your computer?
