but my selection does not appear to fully register as a selection. You have a "time selection" but no "track selection". The easiest way to make a selection is to simply click and drag on the waveform. There are also other ways: https://manual.audacityteam.org/man/audacity_selec...

You can't do it with the Time Shift Tool because that requires mouse interaction. What you need to do instead is to make a Macro that will select the audio that you want to move, Cut or Split Cut, select where you want to move it to, then paste.
