I've tried..... duplication of sections to paste over it That is almost the way to do it. Rather than just pasting the "patch" over the bad bit, you need to put the "patch" onto another track and cross-fade from one to the other. I hope this illustration makes the process clear:...

Yes they are both normal and undesirable. When you play that region you will hear a click where the vertical line is. Just to check that it isn't related to the VST plug-in that you mentioned, go to Edit menu > Preferences > Effects and disable VST effects. Restart Audacity, then try the Noise Removal effect.
