Try plugging the Tape2USB into a different USB socket. Is it recognised? If not try rebooting the computer. If that works, use "Safely remove hardware" and disconnect the Tape2USB. Then try it again in the original USB socket. Do both the Tape2USB and the turntable have their own USB leads...
