I've not noticed that myself, but I'll keep an eye open for it.
I think the "View New Posts" just lists posts that have been made since your last visit.

I'm not sure what you mean. Do you mean naming the tracks within the main Audacity window, or do you mean naming exported audio files, or do you mean renaming Audacity Projects, or something else?

If you look in the Windows Control Panel there should be a setting for recording mono or stereo. This setting overrides Audacity's settings.
