Make sure that you have "dither" switched off in "Preferences > Quality". Audacity does all mixing (which includes simple playback and exporting) in 32 bit, so if the sample rate is set to 24 bit (or 16 bit), then playback will have dither applied unless it is switched off.

I am feeding AC-3 audio (coded on 16-bit) to the system (MOTU + Audacity). I record the signal, then I play it back. I notice that there is a 100Hz component in the noise - good earthing may help to reduce that if it's a harmonic of mains hum, but there is also a load of broadband noise that sounds like you are picking up interference from somewhere. Have you tried recording from anything other than the turntable?

Is it true to say that if Portaudio eventually supports 24-bit on Windows, Audacity will automatically support 24-bit ? I'm not a software developer, but I think it might be a bit optimistic to say that it will "automatically" support 24 bit recording, however, if Portaudio is able to pas...

Yes that's normal. Audacity does not yet support multi-channel playback. You can Export multi-channel audio files from Audacity and then play back in another application, but Audacity is currently limited to stereo playback.
