Audacity does not do "play lists".
Audacity does not do real time effects.
You can cross fade one track with another by importing the 2 tracks, line them up along the time line, then use the Fade Out and Fade In effects.

When using the "Fade Out" effect from the Effects menu, the start point is an "amplification of x1" - or to put it another way - the start of the fade is identical to the original unprocessed sound. The end point is silence. If you are seeing something different then I think that...

You need to install FfMpeg for WMA support - as Koz said, Lame doesn't do WMA (Lame is for MP3 encoding)

Audacity Projects are not audio files. They are "projects" for working in Audacity.
