That is a problem, but it's not one channel of a stereo pair. It is a mono track, but the signal is shifted vertically (by a long way). This is called "DC Off-set" and that is an extremely bad case of DC Off-set. The problem is usually (but not always) caused by a faulty sound card. Tell u...
