Exporting in WAV format is virtually lossless in all situations. As Koz has said, there is a very small amount of change to the audio data with some types of WAV export, depending on the settings in Audacity Preferences. I'm not sure what the difference is (trying to find out), but if the .exe version does not work, the .zip version appears to fix the problem.

What sort of radio? A real "wireless" (AM/FM) radio or Internet radio? If it's a real radio - how do you have it connected to your computer? (AUX out on the radio to Line In on the computer? Headphone out to Mic in? ...) I'm using Windows 7 Were you using that to make successful recordings...
