I wasn't aware that CVS was still being used - the developers have switched over to SVN, so I'm not sure how maintained CVS is now.

Easiest thing is to upgrade to Audacity 1.3.11 - this has an option in the "File > Export" menu to export as 16 bit WAV (required for audio CDs). Also, check the "Project Rate" box in the lower left corner of the main Audacity screen - ensure that it is on 44100 before you export.

You need to have some audio selected (click and drag on a track, or press Ctrl+A to select all)
Audacity must be "Stopped". Effects are not available when playing, recording, or if it is on "Pause".
