Try downloading this file (1.1MB) and see if it works correctly (this file is definitely "Microsoft 16 bit 44100Hz stereo PCM WAV" format.

The current version of Audacity is 1.3.11 - this version fixes a number of bugs that are in 1.3.8

Why do you want to record a mono microphone in stereo?
