For effects to be available you must have some audio selected and Audacity must be in "STOP" mode (not playing, recording or paused).
Audacity 1.3.11 is the recommended version.

i would still say add the tick box instead of shift click or whatever Tracks need to be selectable even when the tracks are collapsed. Press SHIFT+Ctrl+C to collapse all tracks and have a look where you would like the tick box to be (there's not much room). Perhaps you could post a mock-up to illus...
