You need to convert the track(s) to mono before you export (and do not move the "pan" sliders that are in the box below the track name from the centre position).
To make a stereo track mono, select the track then click on "Tracks menu > Stereo to Mono".

At least it now says that that Audacity 1.3.11 is the officially recommended version for Vista and Windows 7 ("best version for Windows 7 and Vista")
