That is a limitation of the MP3 format - it does not exactly define the start of the audio. If you need to define the beginning of the audio exactly you need to use a different file format such as WAV, Ogg, Flac or AIFF.

You've not said which version of Audacity you are using and you've not told us anything about the computer hardware that you are trying to run it on.
I'm wondering why you are running an obsolete operating system - Windows 98SE was declared obsolete by Microsoft years ago.
