For Audacity 1.3.x the "preferences" are stored in the "audacity.cfg" file.

It's a long time since I've used Win 98 -
Try:

1) Right-click an empty area on the desktop
2) Click Properties.
3) Click the Appearance tab.

There may be a setting there for the default font size.
